(The Request for Comment on) the 13th Five-Year Plan for Elderly Care Service System in Guangdong Province (“RFC”) was released to the public on 8th August. It is proposed in the RFC that 35 or more beds should be provided to every 1000 elderly persons in all types of elderly care facilities within the province during the 13th Five-Year period. By 2017, more than 50% of the elderly care establishments will set up a mechanism for combining medical and elderly care resources; and, by 2020, all elderly care establishments will have such a mechanism.
On July 12th, the Silver industry Research Team of Beijing Guohong Public Governance and Policy Research Institute released its China Silver Industry Development Report Q2 2016 in Beijing. It is pointed out in the report that the Chinese silver industry is breaking through the traditional model of family-supported elderly care and expects to see great opportunities for its development.
The People’s Government of Guangdong Province recently published the Opinions on Implementation of Work to Promote Integration of Medical and Health Services and Elderly Care Services (“the Opinions”), encouraging social forces to set up establishments that combine both medical and elderly care services. All elderly care establishments must provide medical and health services, and implement the policy of expanding the coverage of basic medical securities to cover some medical and rehabilitation programs such as comprehensive limb training for hemiplegic patients, recognition and cognition function rehabilitation training, assessment of daily living abilities, etc.
